The California Department of Rehabilitation (DOR) administers the largest vocational rehabilitation program in the country. We have a three-pronged mission to provide services and advocacy that assist people with disabilities to live independently, become employed and have equality in the communities in which they live and work. DOR provides consultation, counseling and vocational rehabilitation, and works with community partners to assist the consumers we serve.

The Family Economic Security Partnership (FESP) is a public, private and nonprofit collaboration dedicated to increasing the income and building the assets of low-income families and individuals living in Contra Costa County. While acknowledging the significance of direct service provision, FESP also increases awareness of the root causes of poverty and the importance of policy/advocacy to focus on the structural and systemic changes needed to end poverty. First 5 Contra Costa provides staff support to FESP.

SparkPoint Centers are family-friendly places where hard-working, low-income people can access a full range of services to help them get out of poverty and achieve long-term financial stability.
Each Center brings together the most effective nonprofit and government partners to help clients build assests, grow income, and manage debt. SparkPoint clients work with a coach, who helps create a step-by-step plan to set and achieve personal financial goals. Because change does not happen overnight, SparkPoint commits to working with clients for up to three years to achieve their financial goals. SparkPoint serves focus on three areas: improving credit, increasing income, and building assets.
